IQOS is a Tobacco Heating System. 

Heating tobacco instead of burning it: how does IQOS differ from cigarettes?

The main difference between IQOS and cigarettes is that IQOS heats tobacco, does not burn it. When you light a cigarette, the so-called combustion products are formed in the process of tobacco burning. 

IQOS does not burn tobacco but heats it. The patented HEATCONTROL™ TECHNOLOGY controls the temperature of the heating blade and maintains it. This temperature is not enough for the tobacco to ignite or start to smolder. However, it is just enough for an aerosol to evaporate from the tobacco slightly moistened with glycerin.
 

What determines the strength of sticks and cigarettes?

HEETS sticks are designed for heating, not lighting. You can’t “smoke” IQOS. So the "cigarette" definition of strength by tar concentration cannot be applied to sticks.
